30 nurses qualify in Germany under the Philippines-Germany Triple Win Project

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said 30 Filipino nurses are now Qualified Nurses (Gesundheits-und Krankenpflegerin) in Germany after passing the Recognition Examination under the Triple Win Project.
“This is a positive development. The 30 Filipino nurses successfully passed Germany’s official state examination for nurses under the Triple Win Project of the Philippines and Germany,” said Baldoz, who recently signed POEA Governing Board Resolution No. 4, Series of 2016, allowing the participation of private recruitment agencies in the recruitment, deployment, and employment of Filipino nurses to Germany.
Baldoz, citing a report from Philippine Overseas Employment Administrator Leo Hans J. Cacdac, said there are still 47 deployed nurses who are yet take the German TELC (The European Language Certificates) and Recognition Examination.
The Triple Win Project started in March 2013 after Germany's Federal Employment Agency (BA) and the DOLE signed a bilateral agreement.
Under the agreement, the BA’s International Placement Services (ZAV) recruits hospital employers willing to support Filipino candidates, while the German Agency for International Cooperation (GIZ) prepares the nurses to be deployed and provides integration services and monitoring of candidates onsite.
The POEA, on the other hand, recruits and deploys qualified nurses whose immediate goal is to fulfil their requirements for recognition and German language proficiency level.
The 30 Filipino nurses who passed the Recognition Examination were Carl Sydne Aquas, Placido Composa III, Eowyn Galvez, Vanessa Aileen Preclaro, Krystel Anne Sumido, Ellen Grace Dollaga, Anthony Calvin Katada, Harvey Macaroy, Raymond Mabanta, Cyril Revilla, ReyzlieSinayen, Katherine Joy Uy, Luther Basa, Jane Buo, Mark Joseph Briones, Jimmy Carpon, Roselyn Ching, Ludeview Bless Dagmil, Joan Gallo, Mark Gantala, Jenny Ann Lorilla, Nikki Mortega, Ian Rizon, Leizel Anne Quisay, Rachelle Hope Commandante, Marissa Molina, Sheena Morata, Madelle Salmon, April DynQuisay, and Janice Villaruz.
According to the POEA, there are 70 Filipino nurses undergoing language training, and 114 others either waiting for language training, looking for an employer, or awaiting deployment.
Meanwhile, Secretary Rosalinda Dimapilis-Baldoz said that Governing Board Resolution No. 4, Series of 2016, paves the way for the immediate hiring and deployment of nurses to Germany outside of the Triple Win Project.
Baldoz explained that the high demand for professional nurses in one of Europe’s largest and most stable economies made the issuance necessary. Aside from Secretary Baldoz, Governing Board members who signed the resolution were Hans Leo J. Cacdac, POEA Administrator and Vice-Chairman; Milagros Isabel A. Cristobal, Women Sector Representative; Alexander E. Asuncion, Land-based Sector Representative; Felix M. Oca, Sea-Based Sector Representative; and Estrelita S. Hizon, Private Sector Representative.
The government of the Federal Republic of Germany passed an employment ordinance allowing “the immigration of recognized occupations, including nurses among others, into the German labor market, under the so-called ‘White List’ of the German Employment Regulation, through the private sector” on July 2013.
The Secretary said the recruitment and placement of Filipino nurses to Germany by PRAs shall be in accordance with existing rules and regulations of the POEA.
Under GB Resolution No. 4, Series of 2016, the PRA shall not collect placement fees from applicants, but they are allowed to charge service fees from the employers. Other fees to be paid by the employer are for Preparatory German Language, visa, POEA processing fee, OWWA contribution, and airfare. Recruitment agencies are required to pay for the nurse’s compulsory insurance coverage. Applicants have to pay for their passport, medical tests, government clearances and membership with Philhealth and Pag-IBIG.
Germany is one of the five countries that have signed labor agreements with the Philippines and with manpower requirements serviced by the POEA’s government-to-government hiring facility. The other countries are South Korea, Saudi Arabia, Japan, and United Arab Emirates.
